The enforcers as a main visual difference all have to have a badge on them somewhere, Ive seen some round their necks and some tucked into trousers or pinned on chests. I think the developers want to avoid the whole issue of being 'good' or 'bad' per se as this can automatically align people to certain factions (i.e 99% of WoW's Aliance are under 18). Obviously the criminals have connotations of 'bad' but there is no way in hell I'd play as an enforcer if I had to wear some dorky uniform.
As for the rag-tag/not being real police; think Lethal Weapon's terrible mullets, think Miami Vice and the hawaii'n shirts, Training Day's 'wear a uniform and get shot' policy. Just because the enforcers don't have to be clean shaven and wearing blue doesn't mean they aren't 'real' police. Would kinda be a waste of the character creator if they all looked alike wouldn't it?

another reason they look like this is that since this is a RPG, they couldnt make all the cops be in uniforms for this would be un appealing to players forcing them all to be cops. And most players online wouldnt make there cop look like a generic cop, they want to be bad-ass cops

If u watch the recent interview, it says that the governor put forth this law that allows anyone to receive a badge and police the area they live in as long as they follow some loose rules, this explains how these random lookin cops could reflect if this was a real-world situation

But who would want to? Except for irony sake but if you're going to keep your character for a long time you want him to look cool, not like some lame beat cop. Only reason I can think of to make your cop look like a typical cop is to have him look like the bad guy out of T2. =)

1 thing im wondering is how will u tell the difference between police and gangs(when not in cars), i know police will have badges but that little thing wouldnt be enough. In vids they said theyll have the same selection of clothes, just select few things (like badges) will be available only to one group. Maybe theyll have the name of the friendly players above the head, but that may be annoying in a MMO.
