When I gave the example of a police sharpshooter or the getaway driver I didn't mean them as specific classes, more a kind of mold you would shape your character into to fit as part of a team. Being able to choose additional skills to better tweak a standard character towards certain jobs/roles would provide the edge needed for better players without alienating the newer players. Someone who has just started for example and wants to be an expert with guns could take a faster reload skill at an early stage, a more seasoned player may already have that skill plus improved driving/improved pick lock etc from further character advancement but ultimately their multiple skills would be nigh useless in a gunfight and thus a veteran player and a newbie have to rely on player skill not equipment to determine the outcome of a battle.
