Around a year ago, an event took place that changed the face of this city forever. A bomb was detonated during the award banquet at the annual Policeman's Ball.
In the aftermath, it was found that half of the duty officers were crippled, and more than a quarter killed outright. The city's ability to enforce the letter of the law was completely crippled. Gangs rose from literal obscurity to complete saturation, and the number of enlisted officers continued to fall. Rather than watch their city razed in ubiquitous gang warfare, the city council passed the Emergency Powers Act-- a last ditch effort to curb the violence, which offered honorary badges to those that would promise to serve and protect. In essence, vigilantism was legalized. Some couldn't accept the changes the city had undergone in such a short, tumultuous time. Others abused their newfound power. But some of us... Some of us weren't so easy to corrupt. In the face of overwhelming odds, we enforce the laws the fair citizens of this city came to depend on us for. You may say that without our badges, we're just another gang. There may be some amount of truth to that. The difference is, we can sleep at night. Honor... Justice... Truth... The values this city was founded upon, we pay with our lives to protect. We are the San Paro Sheriff's Department. And we need your help. Let me introduce the San Paro Sheriff's Department. The SPSD is a group of officers who work in a professional law enforcement setting. My new group is not so much a group I'd claim ownership of, as much as I'd like to work with others to perfect. The SPSD is a group that then divides up into individual units. To start with, the units I've created are as follows... Street Patrol: Average Officers ERU: Emergency Response Unit, the SPSD's finest deputies handle the heavy-duty problems. Recruitment and Training: those tasked with increasing our numbers and training the recruits. Internal Affairs: Those who help determine policy as well as investigate problems within the department. Control of HAzardousOvert Senarios Unit: CHAOS unit handles calls within Chaos districts specifically. Deadly force policies are more lax for this group. base level officers will be required to wear uniforms, and uniform vehicles, unless given special permission. As they rank up, restrictions lessen, and officers may customize more. For example, a member of the ERU may customize his character how he wishes as long as the end result is a professional look. Having a first and last name for your character is encouraged. The SPSD also has a easy-to-use but cool sounding radio communication system, using a few codes and signals.
